With reference to the letter from His Excellency the

Governor of Hongkong to the Rear-Admiral, Hongkong, dated 14th.

December 1915, a copy of which has been obtained from the Senior

Naval Intelligence Officer, Hongkong, I have the honour to submit

the following report after consultation with H.B.M.Consul-General,

Shanghai:-

1. As already reported, it is unlikely that the Germans, owing to recent exposures and the fear of being interned, will continue to use Shanghai as a base for smuggling arms to India on any large scale. Smuggling of revolvers in small lots, however, may con-

-tinue.

2. Owing to the extraordinary care with which arms are concealed on board a steamer a search would probably be unsuccessful without discharging the cargo, and even then an "X" ray apparatus would

sometimes be required.

The Consul-General, Shanghai, is not of opinion that the offering of additional rewards to the Chinese Maritime Customs would be of any use, but if any such offer were made by the Hongkong Government the necessary arrangements should be made at Hongkong. The Commissioner of Customs at Shanghai maintains the attitude that the smuggling of arms from Shanghai on any large scale is impossible and that the customs' staff are quite capable of dealing with the situation without additional encouragement.
